Senator Joe Manchin of West Virginia was always going to be the last Democrat to get on board with President Biden’s $2.2 trillion climate, social spending and tax bill.
Because of that, the president and White House staff have spent a lot of time trying to woo him in one-on-one meetings and over the phone.
The White House was confident that it was nearing a compromise with the senator, but that changed on Sunday: In an interview on Fox News, Mr. Manchin essentially declared that he could not support the bill as written, and he indicated that he was done negotiating all together.
We explore Democratic responses to that interview and look at what might happen now to Mr. Biden’s signature domestic policy goal.
