WASHINGTON—President Trump said his administration plans to move unilaterally next week to try to trigger sanctions on Iran, after the United Nations Security Council on Friday rejected a U.S. proposal to extend a five-year ban on the sale of conventional weapons to the country.

“We knew what the vote was going to be,” Mr. Trump said on Saturday during a news conference in New Jersey, referring to the Security Council vote. “We’ll be doing a snapback. You’ll be watching it next week.”

Trump administration officials have for months threatened to reinstate the U.N. sanctions against Tehran by using a provision in the 2015 multilateral nuclear deal between Iran and six world powers that would “snap back” the penalties into place. The Trump administration withdrew from the agreement in 2018.

The effort is expected to face challenges from other members of the Security Council, who could make the case that the U.S. doesn’t have standing to reinstate the U.N. sanctions because Mr. Trump withdrew from the nuclear deal.

The five-year embargo is set to expire in October.

In June, U.S. Secretary of State Mike Pompeo said the expiration of the embargo could enable Iran to jeopardize maritime commerce and the regional economy, as well as purchase military technology for its use and that of its proxies.

European diplomats have said that lifting the U.N. embargo likely would have minimal impact on the regional balance of power in the near term, as Iran is short on cash and Europe has its own arms ban in place.
