The start time for grades 7-12 all-remote instruction in the Rome school district might be about 90 minutes later than what the regular start has been, while the highest-need special education students may have some in-person instruction by mid-September.

In addition, evening hours for assistance with remote instruction, including for family situations such as younger students with parents working during the day and not having daytime online access, might be available until about 8 p.m.

Those were among several points discussed Wednesday in two virtual community question-and-answer sessions by the school district regarding its plans to begin the new school year Sept. 14 with all-remote regular education for at least the first six weeks. The all-remote plan, which is due to COVID-19 factors, will be reviewed in October including whether certain health and safety requirements involving the pandemic have eased.

The two Q&A sessions followed a similar meeting conducted Monday by the district, but provided additional details for some topics in response to questions submitted through an online Google meeting format. In Wednesday’s discussions, with questions addressed by district Superintendent Peter C. Blake:

• The virtual instruction start time for secondary-grade levels is “not set in stone” yet, but the district is looking at starting in an approximate 9 a.m.-10 a.m. timeframe, said Blake. The regular start time has been 7:30 a.m., and Blake said that would resume when students eventually return to school buildings.

Blake said the all-remote instructional day for secondary-grade levels still would end at about 2 p.m. which has been the regular time. He noted that would enable high school students to get to jobs and to interscholastic athletic activities; a state decision on interscholastic sports amid the COVID-19 situation is anticipated next week.

Secondary-level students would still follow nine-period class schedules, but classes would be for 25-30 minutes instead of about 40, said Blake. The schedules would include study halls and lunch.

• At elementary-grade levels, Blake said teachers will be available online to engage with students from 9:10 a.m.-3:10 p.m., like the regular schedule. But that does not mean students will be expected to be online for six hours, he said, adding there would be outlines regarding how much time students would be on-screen with teachers.

• Blake said the district is in discussions regarding possibly have staff available online in the evening for situations such as if both parents are working during the day, a student is at a child-care site and does not have someone to provide assistance, or if a student does not have internet access during the day.

To assist with the required daily student engagement in remote learning, Blake said the district is hoping to have some staff available for interacting live up until 8 p.m.
