An educational programs report ahead of a new academic year that begins remotely next week, and a proposed property tax assessment reduction for the Advance Auto Parts store on Black River Boulevard, are among items before the Board of Education tonight.

The board session begins at 6 p.m. at the school district office, 409 Bell Road, starting with reports on educational programs and people operations followed by the regular meeting agenda.

The meeting will not include public attendance, due to the COVID-19 situation. Remote public access will be available through a link at https://ift.tt/32fTqwL online.

On the agenda:

• The educational programs department report comes amid preparations for the school district to begin the 2020-21 academic year Monday on an all-remote basis for regular education for at least six weeks due to COVID-19 factors.

Virtual school schedules and supply lists were posted this week on the school district website at www.romecsd.org online.

The secondary-grades weekday remote schedule includes a 9 a.m. start time for students’ virtual classes, with nine periods of 30 minutes each that conclude at 2:10 p.m.; lunch periods are included. In prior years the in-person schedule for those grades, which include 7-12, has been 7:30 a.m.-2 p.m.

District Superintendent Peter C. Blake had said last month the secondary-grades remote start time might be later than what the regular start has been. He also had said the regular start time of 7:30 a.m. would resume when students eventually return to school buildings.

For grades K-6, the weekday remote schedule will be 9:10 a.m.-3:10 p.m., the same as the prior in-person schedule. The elementary remote schedule varies by grade level; times are allotted for teacher-directed lessons plus teacher “support time” availability for students, along with segments for student breaks away from the computer screen and students independently engaging in school-related activities.

• A proposed resolution calls for settling a tax certiorari legal proceeding in which Advance Auto Parts, Inc. challenged the assessment on its property at 1820 Black River Blvd. for the 2018 and 2019 assessment rolls.

Settlement terms include discontinuing the 2018 proceeding with no reduction in assessment, and reducing the 2019 assessment to $850,000; the 2019 assessment had been $1.106 million, district Director of Business and Finance David Dreidel said Wednesday.

A revised school district tax bill for the site for the current 2020-21 school year would call for a 2020-21 payment of slightly over $28,000, down about $8,500 from what the bill previously would have been, said Dreidel.

The 2020-21 school tax bills are being prepared, and Dreidel said he was not sure if a bill for the pre-settlement payment amount already was sent for the Advance Auto site. He anticipated a new bill reflecting the settlement would be sent. No tax refund payments would be needed unless the pre-settlement bill already was paid, he added.

The City of Rome supports the settlement proposal, the resolution said.
